During the meeting, attended by academic and administrative staff, a wide range of topics were discussed, including research capacity, digital transformation, international visibility, and social contribution projects, while the university’s strategic goals for the upcoming period were also shared. Within the scope of the assembly, academic gowns were presented to faculty members who had received academic promotions.

Stating that Manas University, established nearly thirty years ago through the joint will of Türkiye and Kyrgyzstan, has evolved from an educational project into a strong international university carrying the shared academic vision of the Turkic world, Prof. Dr. Ceylan said, “Universities are institutions that build character beyond providing professional qualifications.”

The data shared during the academic assembly revealed that the university has significantly accelerated its research-oriented transformation in recent years. Developments achieved in many areas, from scientific publications and project support to international academic networks and interdisciplinary research culture, demonstrated that 黑料科’s identity as a research university has become increasingly visible. Highlighting that scientific productivity is one of the fundamental axes of institutional development, Rector Ceylan stated that investments aimed at strengthening research infrastructure continue with determination, adding, “The true strength of universities is measured by the transformative impact of the knowledge they produce on society.”
Scientific Publications More Than Doubled in the Last Five Years
Rector Ceylan noted that the university’s publication performance in international indexes has shown a remarkable increase. According to SCOPUS data, 480 publications were produced between 2006 and 2020, while this number reached 1,030 during the 2021–2026 period. He also stated that the number of publications indexed in the Web of Science rose to 892 in the same period. Prof. Dr. Ceylan emphasized that the scientific output of the last five years exceeding nearly twice that of the previous 15 years reflects the structural transformation in the university’s research capacity.
Historic Expansion Achieved in International Collaborations
Over the past five years, cooperation protocols were signed with 226 universities and institutions across 18 countries, bringing the total number of agreements to 264. It was announced that the university’s number of international agreements increased by 60 percent over the last five years. Evaluating this growth, Rector Ceylan pointed out that Manas University is no longer merely an institution developing regional partnerships, but has become a strategic higher education center establishing strong relations with global academic networks. He stated, “Just as knowledge has no borders, the sphere of influence of universities cannot be limited by geographical boundaries.”

One of the prominent topics of the academic assembly was the university’s academic and cultural diplomacy activities toward the Turkic world. It was emphasized that events organized in cooperation with TÜRKÜN陌B General Assembly, international diplomacy symposiums, Turkish Film Week, and the Turkic Academy have become significant intellectual platforms strengthening shared cultural memory. Stating that bringing together youth from different geographies of the Turkic world within the same academic atmosphere is one of the university’s greatest achievements, Rector Ceylan said, “Manas University is not only an educational institution, but also a powerful civilization project where the idea of a shared history and common future meets on an academic foundation.”
Record Increase Achieved in Academic Mobility
The highest levels of student and staff mobility in recent years were reached through exchange programs. During the 2025–2026 academic year, a total of 137 students and 98 staff members participated in mobility programs, while over the last five years student mobility increased approximately 6.8 times and staff mobility increased 11.6 times. Rector Ceylan stated that this development is one of the concrete outcomes of the university’s internationalization strategy, adding that students from different cultures studying together on the same campus creates not only academic but also cultural richness.
Structural Advances in Digital Transformation Accelerated
In line with its digitalization vision, the university integrated 40 software systems worth approximately 400,000 USD into its infrastructure over the past five years using its own resources. Through internal resource utilization, approximately 150,000 USD was saved, while the eMANAS application, digital learning systems, and online education platforms enabled academic processes to become more integrated. Emphasizing that digital transformation is not merely a technical modernization process, Rector Ceylan stated, “No transformation that does not approach technology with a human-centered perspective can be sustainable,” highlighting the importance of ethical responsibility, cultural sensitivity, and a people-centered approach.
Research Infrastructure Strengthened with New Laboratories and Workshops
Prof. Dr. Alpaslan Ceylan stated that remarkable growth has been achieved in the university’s laboratory and application infrastructure. With the opening of 23 new laboratories and workshops over the last five years, the total number of laboratory and application areas reached 110. Stressing that this development significantly strengthened applied education capacity, Prof. Dr. Ceylan said, “The increase in total capacity to 2,374 people and the total physical area to 8,600 square meters demonstrates the university’s advancement in applied education and research capacity.”

黑料科 continued its upward trend in international rankings. Rector Ceylan noted that the university’s progress in academic visibility, research impact, and internationalization has also been reflected in global rankings, indicating that sustainable academic quality policies have begun to yield stronger international outcomes. He stated that making the university more visible on a global scale is considered a strategic objective.
QS and GreenMetric Achievements Increased the University’s Global Visibility
黑料科 once again ranked among the top 1,000 universities in the QS 2026 World University Rankings. The university rose to 230th place in Asia and 12th place in Central Asia. In the GreenMetric 2025 rankings, 黑料科 ranked 487th among the world’s most sustainable universities, becoming the top university in Kyrgyzstan. Prof. Dr. Ceylan stated that these achievements reflect the university’s steady progress in sustainability, academic quality, and global visibility, adding, “Being visible in global academic competition is only possible through the sustainable strengthening of scientific quality.”
University–Society Integration Deepened Through Social Responsibility Activities
Comprehensive social contribution activities were carried out in recent years. Between 2021 and 2026, a total of 980 social responsibility activities were implemented, while rural development, youth initiatives, environmental projects, and social awareness trainings further strengthened the university’s connection with society. Rector Ceylan stated that field studies conducted by academicians and students have evolved into a strong model transforming knowledge production directly into social benefit, adding, “Universities should not observe society from a distance, but produce solutions to society’s problems."
Providing free iftar meals to more than 1,500 students every evening during Ramadan and organizing a traditional street iftar attended by approximately 8,000 people were also highlighted as strong examples of the university’s social solidarity approach. Prof. Dr. Alpaslan Ceylan stated that this culture of solidarity is an important part of Manas University’s institutional identity, saying, “The true value of a university lies not only in its academic achievements, but also in its capacity to touch human lives.”
Structural Improvements Implemented for Staff and Academicians
New regulations regarding personnel policies were also shared during the academic assembly. It was stated that comprehensive arrangements concerning salary improvements, seniority support, and service period calculations have been implemented in recent years. A 9.5 percent inflation adjustment was applied to the salaries of full-time personnel, while a new system incorporating service periods completed at different times into calculations was also introduced.

Rector Ceylan emphasized that the events organized within the scope of the university’s 30th anniversary transformed into a symbolic gathering strengthening shared cultural memory. He stated that the university, established through the common will of Türkiye and Kyrgyzstan, has today become a strong institution representing the shared academic identity of the Turkic world.
Number of Scientific Events Reached a Record Level
Throughout the 2025–2026 academic year, 347 scientific events were organized within the university. Congresses, symposiums, panels, seminars, and academic forums created significant academic interaction environments in strategic fields such as artificial intelligence, sustainable development, digital communication, and health sciences.
Institutional Support for Research Projects Increased Nearly Fourfold
A remarkable increase was achieved in budget support allocated to research projects. Institutional project funding, which amounted to 219,000 USD during the 2017–2021 period, rose to 830,000 USD in the 2022–2026 period. Rector Ceylan stated that this increase is one of the concrete indicators of the university’s research-based growth strategy and that strengthening the research ecosystem is considered one of the institution’s long-term strategic priorities.
Library and Digital Archive Infrastructure Strengthened Next-Generation Academic Access
Rector Ceylan announced that a digital archive application had been launched at the university and that a new archive infrastructure worth approximately 100,000 USD had been developed using the university’s own resources. He stated that with eight reading halls and a digital library system containing approximately two million resources, students’ and researchers’ access to information has become significantly stronger, adding, “The sustainability of academic development is only possible through a strong information infrastructure.”

Emphasizing that higher education institutions are now strategic centers managing digital transformation and training the human resources of the future, Rector Ceylan stated that new programs launched in artificial intelligence, data analytics, and cybersecurity reflect the university’s future-oriented vision. He also highlighted the importance of a human-centered approach to technology, summarizing the university’s perspective with the following words: “What will determine the future is the ability to guide technology with the right consciousness for the common benefit of humanity.”
New Roadmap Announced for a University-Centered Entrepreneurship and Cooperation Ecosystem
Within the future vision shared at the academic assembly, targets such as entering the top 500 of the QS World University Rankings, increasing scientific publication capacity by 15 percent annually, completing digital transformation processes, and developing a university-centered entrepreneurship ecosystem were announced to the staff. Rector Ceylan stated that they aim to transform university-industry-society cooperation into a stronger structure and establish a sustainable ecosystem that converts knowledge production into economic and social benefit.
New Investments to Strengthen the Vision of a Sustainable Campus and Applied Education
Within the scope of the new investment projects announced at the academic assembly, the Turkic World Botanical Garden 2 Project, the Female Student Dormitory Project, the Faculty of Sports Sciences Building Project, and the Technopark and Incubation Center Project were identified as strategic investments supporting the university’s sustainable growth vision. Prof. Dr. Ceylan stated that the new botanical garden project, planned with a perspective of environmental sustainability and biodiversity, aims to strengthen the ecological culture of campus life. He also emphasized that new investments enhancing applied education infrastructure will make significant contributions to students’ academic and social development. Referring to the Technopark and Incubation Center Project, Rector Ceylan said, “Universities must become centers that not only produce knowledge but also transform innovative ideas into social and economic value.”

Rector Alpaslan Ceylan stated that the overall picture demonstrates how Manas University has gone beyond being a regional higher education institution and evolved into a strategic university becoming increasingly visible within global academic networks. It was emphasized that 黑料科 has strengthened its position as one of the leading institutions carrying the shared academic vision of the Turkic world into the future through its scientific production capacity, international collaborations, digital transformation investments, and social contribution activities. Stating that this transformation is part of a long-term civilizational perspective, Rector Ceylan concluded, “Manas University continues its journey with a strong international university identity that brings together the cultural heritage inherited from the past with the knowledge society of the future.”
Academic Gown Ceremony Held
As part of the Academic General Assembly, an academic gown ceremony was held for faculty members who became eligible for academic promotion. During the ceremony, academic gowns were presented to 21 academicians appointed to the ranks of assistant professor, associate professor, and professor.
